Study Group on Radiological Protection discusses revision of Administrative Rule 453

The meeting of the Study Group on Radiological Protection of Latin Safe and SPR was on May 15 and gathered nearly 40 participants, who followed the meeting through the internet with live audio. Physician Renato Dimenstein started the meeting and the main topic addressed by him and Dr. Hilton Muniz Leão Filho was the revision of Administrative Rule nº 453, by Brazilian ANVISA, responsible for approving the Technical Regulation that establishes the basic guidelines for radiological protection in medical and dental diagnostic radiology.

The first guest to speak was Dr. Rochelle Lykawka. She talked about the public consultation that began in 2011 and that in 2015 the board made available the public consultation of articles 6 and 7 (referring to diagnostic imaging: one on resonance and ultrasound and the other on ionizing radiation). She said that this process was not finalized positively, because the proposals had a lot of rejection. The board then invited companies and associations to give their opinion and the public consultation returned in December 2018. And finally, she explained that it is currently the extension of the consultation that is available for review, because the basement of the portaria is very good , but does not contemplate the new technologies.

Dr. Marcel Zago Botelho raised the question about who legislates and who supervises, explaining that there is this difficulty of understanding, a crucial point. He also spoke about licensing and radiological protection plans and other issues such as: pregnant and underage in the sector and points that conflict with the Ministry of Labor.

Also contributed with their visions Drs. Bruna Grechi, Fernanda Pelegrini, Paulo Costa and Roberto Pitorri. All the information and opinions enriched the discussion, even if there were some disagreements in certain points, such as self-regulation of the sector, parameter of the apparatus, level of suspension, accessibility for maintenance, hemodynamics, etc.

Dr. Hilton concluded by mentioning the difficulty in setting standards, especially in a Western country, including policy changes over the years.
